Parish Council Minutes

Minutes of the Monxton Parish Council meeting held on Tuesday 21st April 2020 Via Zoom at 7.30pm.

WELCOME.

The Chairman welcomed everyone to the meeting.

DECLARATION OF INTERESTS.

There were no declarations of interest.

PUBLIC PARTICIPATION.

None.

MINUTES OF THE PREVIOUS MEETING.

The Chairman agreed to sign the minutes of the previous meeting of 14th January 2020 as a true record. All agreed. 

PLANNING.

The following decisions by TVBC were noted: – None

Resolved: that the planning advisory committee’s approval on the following applications were endorsed:

20/00552/FULLN Erection of garage, Little Cottage, Andover Road – no objection

20/00694/LWBN Replacement of windows, new plumbing & lighting, Little Cottage, Andover Road- no objection

20/00723/FULLN & 20/00724/LBWN- change of use, Black Swan, High street, Monxton- objection

Cllr Cleugh proposed that the Parish Council contact the owner of the Village Green and Black Swan car park and enter into negotiations to purchase both sites. This was seconded by Cllr Balding and agreed by Cllr Bowden.

Parish Council planning application for new village hall

The Parish Council have submitted a new planning application for a rebuild of the village hall. Detailed plans have been circulated for public perusal. Thanks were expressed to local Architect Luke Rose who has carried out the work for no fee. The application submission fee has been paid by the Parish Council. 

Lenghtsman Contract

The Clerk confirmed that HCC will be providing funding for the lengthsman scheme in 2020/21. Other parishes who will join the Monxton Cluster are Thruxton, Charlton & Broughton all of whom will engage their own lengthsman. The Clerk will arrange for all appropriate contracts to be signed. 

FINANCE 

To note balance in Lloyds bank as at 07/04/20 £27779.73

Resolved: that the following payments be approved and cheques signed

TVBC dog waste £720.00

BHIB insurance £281.27

Clerks expenses £30.60

ICO data protection (DD) £35.00

Clerks salary £106.71 per month and HMRC £26.67 payments by standing order Feb – April

Retrospective payments TBVC planning £718.00

M Cleugh website £81.82

Accounts 2019/20 and the completed agar return were circulated to all councillors. These were approved and will be signed by the Chairman. The Clerk will arrange for these to be audited as soon as possible.

Borough & County Councillor Reports.

HCC Mrs Z Brooks said she will continue to circulate the HCC Covid-129 updates and hopes these are useful. She also confirmed that despite the current restrictions pot holes are still being filled.

 TVBC Mrs Maureen Flood provided a report of all the current advice and help from TVBC which is attached to these minutes. This will be posted to the village website.

TVBC David Coole had nothing to add to the report from Cllr Flood.

Any other business

Cllr Balding gave an update on water pumping issues. She said Southern Water had recently jetted pipes which has caused some flooding near Manor Farm but is nothing to do with the farm itself. She said the efforts of Southern Water over the winter months should be commended, given the volume of rainfall Monxton was saved from any severe flooding.
