Minutes of the Monxton Parish Council meeting held on Tuesday 14th July 2020 Via Zoom at 7.30pm.

WELCOME.

The Chairman welcomed everyone to the meeting.

DECLARATION OF INTERESTS.

There were no declarations of interest. All councillors confirmed no amendments were required to disclosable pecuniary interests. The Clerk will relay this information to TVBC.

PUBLIC PARTICIPATION.

None.

MINUTES OF THE PREVIOUS MEETING.

The Chairman agreed to sign the minutes of the previous meeting of 14th April 2020 as a true record. All agreed.

 VILLAGE HALL UPDATE

Plans for a new Village Hall have been submitted to TVBC and some objections have been raised, one from a parishioner but the TVBC conservation officer also objected to the design and use of glass.

As a result, shutters were added to the design to cover the windows and a wooden cladded facia was added to the elevation facing the road. Some minor internal alterations were also added. However, these amendments have also been reviewed by the conservation officer who has again raised further concerns.

Cllr Corroon suggested the conservation officer be asked to meet on site and discuss the plans. TVBC Cllr Flood agreed this would be a good way forward along with further discussions with the architect. She agreed to attend a meeting if she was able. Cllr Balding said she had researched some village hall designs which were in keeping with the area and shared these with the village hall committee. Cllr Cleugh said he was very concerned about the time limits by which the CIL bid needed to be made. He said the date for submission for CIL bids is from 01/09/2020 to 30/11/2020. A representative from Amport Parish Council has agreed to join the CIL bid team and a meeting of the team will be held in the near future. Cllr Cleugh agreed to try and arrange a meeting with the conservation officer in the near future.

 ENVIRONMENT & FOOTPATHS

Andover Waste Recycling Centre

Bookings for the Andover HWRC can be made online or by telephone and contact details are on the Monxton Matters website.  Anyone wishing to book a slot will need to provide their name, car registration and, for online bookings, an email address. Bookings are limited to one slot per household per week.  Most waste materials will be accepted, except for chargeable waste – soil, rubble, asbestos and plasterboard

The Pillhill Brook

HCC and the Hants & Isle of Wight Wildlife Trust, have secured nearly £2 million of National Lottery funding to enhance and protect the unique chalk headwater streams of the Test and Itchen rivers.  The award will fund the Watercress and Winterbournes Landscape Partnership Scheme, a collaboration of local communities, including Monxton.  Chalk streams are rare, with many in Hampshire including the Pillhill Brook, which provides a unique habitat for species such as water vole, brown trout, southern damselfly, water crowfoot, and white-clawed crayfish. The Watercress and Winterbournes project includes enhancing habitats, protecting rare species, repairing historic structures, and tackling the pressures of flooding through the use of natural flood management.

Dog Mess and Dog Bins

Dog bins are provided to dispose of bags of dog mess but dog walkers are still not picking up their dog mess on the footpaths and around the village.  Dog mess is a serious health hazard and it is an offence not to clean up after your dog in a public place.  It is unpleasant and dangerous for the Lengthsman and if dog walkers wish the footpaths to continue to be cut, they must pick up their dog mess and put it either in the bins or take it home.

The bin at Sunnybank Playground will be emptied locally this year and the Parish Council expressed thanks to John Chaffney for his assistance in agreeing to empty the bin. The Parish Council will only be charged for the one month that TVBC maintained the bin in this financial year.

Footpaths Report

Footpaths are generally in good order however some research will be undertaken to establish if a broken stile can be replaced by a gate.

Village Green

Cllr Balding raised concerns raised about large parties using the green and lighting fires and BBQs which caused concern as a fire risk. Cllr Balding asked if there was any help TVBC could provide to the parish. TVBC Maureen Flood said this was either a concern for the landowner or the police.

Some complaints had been received about dangerous trees on the village green. The landowner had suggested fencing off the green however upon investigation it was only two branches which were creating a problem to the complainant. Cllr Cleugh has sent the landowner details to show the trees are not a real problem. Cllr Cleugh said he had contacted TVBC to discuss the matter as the land is an open space in the TVBC local plan as a public amenity and there is no desire to see the land fenced off.

 PLANNING.

20/00694/COND4 – method statement regarding replacement ceilings, Little Cottage – no objections

20/01494/FULLN- demolition and replacement of existing garage- Little Cottage – no objections

Update on Black Swan – this application was still being considered at TVBC. The owner has obtained advice from experts who were stating that the pub could not be run as a viable business. Once a recommendation is made the application will go before committee. Cllr Cleugh pointed out this application was against current policy in terms of change of use from a pub to a residential property.

Update on Well Cottage, High Street – Cllr Cleugh said he has been supporting the developer who is trying to rebuild the damaged buildings who has been in constant discussions with the TVBC conservation officer. TVBC Flood said it was necessary for all conditions of the planning application to be addressed formally before work can proceed but she will revisit the matter with planning officers.

Borough & County Councillor Reports.

HCC Zilliah Brooks reported that HCC have worked very hard communicating all the difficult challenges during the current restrictions, details of which have been shared down to Parish level. Concerns have been raised that a second wave will emerge toward the end of September and HCC will work hard to ensure local authority care homes have the necessary risk plans in place.

HCC are trying to support the most vulnerable families who do not have access to IT equipment for home schooling, providing help to food banks and making telephone calls to those who live alone.

Next TVBC Local Plan – Refined Issues & Options Consultation 2020
Following its approval at cabinet on 17 June, the Local Plan Refined Issues and Options document, was published for public consultation on Friday, 3 July. The consultation will run for eight weeks until 4.30pm on Friday, 28 August 2020. More details can be found on TVBC website
Citizens Advice
Citizens Advice Test Valley Andover Branch has moved from their previous address on London Street to Floor 1 of Chantry House.

Car Parks TVBC
The further period of free parking extends until July 21st. As from Wednesday 22nd July the new lower rate (1st April) of parking fees will be reinstated with a charge of £1 for two hours, free after 4pm and on Sundays.

Dates for your Diary – Andover High Street Summer Events 2020 (With the easing of ‘lockdown’)
The French Market – Friday 3️1st July.
The Four Fun Fridays will return on the 7️th, 1️4th, 2️1st and 28th August – although in a slightly different format this year.
Sunday 20th September sees the return of the popular Andover Farmers and Crafts Market.

TVBC Chief Executive

Roger Tetstall retired from the post of Chief Executive on the 29th May after 19 years of service. After a rigorous interview and selection process Andrew Ferrier was appointed to the post of Chief Executive at Full Council 10th June 2020.

Stream Banks at Monxton Village Green- Note from Hugh Corroon

The eroded bank of Monxton Green has recently been restored using chestnut stakes, hazelwood branches and soil from downstream.  The bank restoration work replicates the work completed 6 years ago, which had deteriorated over time, and forms part of my riparian responsibility to maintain the bank and prevent erosion.  Hope everyone
enjoys it and please try to keep off the newly seeded soil.

VILLAGE HALL: PLANNING APPLICATION FOR DEMOLITION AND ERECTION OF REPLACEMENT VILLAGE HALL

Following comments on the planning application updated drawings have been submitted to show less glass and more privacy for hall users. The extra cladding on the east (road) elevation allows for an improved layout of the hall, with the more private hall area (which we envisage will be used for meetings, classes etc) to be at the rear of the building. The community area, which will hopefully incorporate a cafe/meeting area, will be to the front (road side) of the building.
Sliding shutters have been added to the south elevation, overlooking the paddock, which will allow shading or privacy to be altered as required by users.

Message from Hampshire Constabulary Ahead of July 4 and Further Easing of Gov Restrictions

Good morning everyone,

we know that many people are looking forward to pubs, restaurants and other establishments opening this weekend and we’re confident the majority of people want to enjoy themselves safely.

In the run-up and over the course of the weekend we, alongside Local Authorities, will be working closely with the licensing industry across all areas of Hampshire and the Isle of Wight. This is to ensure all businesses are aware of the new licensing objectives and COVID guidelines to prevent a second spike of the virus.

We have been preparing in anticipation of this busier period, and have patrol plans in place throughout the two counties this weekend to ensure the easing of restrictions is approached safely. Social distancing and good hygiene remains paramount and it’s everyone’s responsibility to follow this guidance.

If you are visiting bars and pubs this weekend, please drink sensibly, and pre-plan your travel and how you are going to get home. Reassess your plans if you arrive at your location and realise social distancing isn’t achievable. Be aware of how excess drinking and violent behaviour may impact the emergency services and the NHS. Covid-19 still presents a significant and deadly threat to public health.

It’s important to remember that it is our collective effort to comply with the guidance, such as keeping our distance and washing our hands, that has led to the re-opening of our local businesses.

Ultimately, we are still all in this together so it’s important that we all continue to limit the spread of the virus, whilst enjoying the summer.

We continue to work hard to keep us all safe in what remain challenging circumstances so we would ask everyone to work with us and remember that if you need our help we are here for you.

Hampshire Waste Recycling Centres

Councillor Rob Humby, Deputy Leader and Executive Member for Economy, Transport and Environment at Hampshire County Council, said: “We continue to follow Government guidance on social distancing to keep residents and staff safe which must be our primary consideration.
“With covid safe measures in place at HWRCs, capacity has inevitably been reduced, and so we have had to change the way people visit the sites to manage demand. The new booking system is achieving what it set out to do, eliminating the lengthy traffic queues which were causing problems for others. I do appreciate this is an extra step people need to take to visit an HWRC and would like to thank Hampshire residents for their patience.
“I am pleased to able to say that, now we’ve had a couple of weeks to see how the system is working, we are in a position to increase the number of slots each day to 5,000 in total across Hampshire’s network of 24 sites. This will be done by allowing more people to book in during each half hour slot. I’ve also taken on board feedback that being able book a week ahead would be helpful, so we are increasing advance booking slot availability to allow people to book up to seven days in advance.
“I would continue to urge people to think about how to waste less if they can such as by composting food and garden waste, or upcycling or donating unwanted items.”

A telephone booking line, primarily for those without access to the online system, can be made by calling 023 8017 9949
Anyone wishing to book a slot will need to provide their name, car registration and, for online bookings, an email address. Bookings are limited to one slot per household per week.
There is no need to bring confirmation of the booking to the site, the site will have information on confirmed bookings;
Site staff will check registration plates upon arrival – people will need to arrive in the vehicle specified in the booking;
Anyone turning up without a confirmed booking will not be allowed entry to the site;
As per government guidelines, residents in the specified vulnerable category (those who are clinically extremely vulnerable, people over 70 and pregnant women) are strongly advised not to visit a site;
New parking arrangements are in place with site staff guiding vehicles, from a safe distance, into spaces
As far as possible, only one person per household should visit the HWRC.
Due to social distancing measures, site staff will be unable to provide any assistance with unloading material or carrying material. Residents are asked to bring only the amount of waste they can comfortably carry and empty into containers
Trailers are not permitted.
Everyone must keep at least a two-metre distance from others at all times.
Most waste materials will be accepted, except for chargeable waste – soil, rubble, asbestos and plasterboard.
Reuse sales areas will remain closed. Where possible, please continue to store items of furniture which could be reused, donate to local furniture charities, or use online platforms (e.g. Freegle / Facebay / Gumtree). Please see the Smart Living web pages for more information on furniture reuse.
