HCC Advice for users of Rights of Way

  • Always follow the government guidance on social distancing
  • Avoid touching gates and railings where possible
  • Leave gates as you find them
  • Wash your hands as soon as you get back
  • Keep your dog on a lead to help maintain your 2 metre distance from others
  • On narrow paths, make other people aware of your presence, find a wide place to pass, and wait if you need to
  • This also applies to runners and cyclists, who should take particular care to distance, as they move fast

Monxton Parish Council has received complaints that cyclists are using our footpaths.  This is not allowed and is dangerous.

HCC Dog Walking Code

Ensure your dog is under effective control, which means:

you have a short lead with you and use it when needed

you do not let your dog off the lead unless you keep it in sight and close enough to come back to you on command

Prevent your dog from approaching horse riders, cyclists, or other people and their dogs uninvited.

Keep your dog with you on paths or access land and don’t let it stray into crops including fields of grass, fruit and vegetables.

Never let your dog worry or chase wildlife or livestock.

Ensure your details are on your dog’s collar and it is microchipped, so you can be reunited quickly if it is lost.

Keep your dog’s vaccinations and worming up to date.

Always bag and bin your dog’s poo wherever you are. You can use any public waste bin or your bin at home.

Never leave bags of dog poo lying around, even if you intend to pick them up later.

Black Swan Planning Objection

Monxton Parish Council object to the planning application to convert the Black Swan pub to a house on the following grounds:

The pub was successfully registered by Monxton Parish Council an asset of community value (ACV) as was the village green and as such has this protection.

Conversion of pubs in Test Valley is against the TVBC policy which prevents de-licencing and conversion of pubs. DC Li Ltd has made no attempt to re-open the pub as a free house so cannot claim it is not viable when the Hawk with a similar catchment area is very successful. Having two pubs in the same area makes a better draw for people in Andover and surrounding areas as they are both unique in their offerings with the Black Swan having a wonderful garden backing onto the river. COM14 refers

Test Valley Borough Council Policy E9 Heritage states that heritage assets such as the ‘Black Swan’ are ‘irreplaceable’ and ‘should be retained wherever possible’. The building is Grade 2 listed and no changes should be permitted to enable any conversion, in addition the damage made to the pub over the years by the previous owners needs to be remedied to prevent further deterioration of the building.

The policy says development affecting a heritage asset will be permitted provided that: a) it would make a positive contribution to sustaining or enhancing the significance of the heritage asset taking account of its character, appearance and setting; and b) the significance of the heritage asset has informed the proposal through an assessment proportionate to its importance. The Monxton community believe that the Black Swan is a Heritage asset and irreplaceable and the TVBC Policy E9 should be enforced allowing the pub to be returned to its position as the focal point of the village.

Villagers are encouraged to make individual comments to this application direct to Test Valley Borough Council.

The Chairman welcomed everyone to the meeting.

DECLARATION OF INTERESTS.

PUBLIC PARTICIPATION.

MINUTES OF THE PREVIOUS MEETING.

The Chairman agreed to sign the minutes of the previous meeting of 14th January 2020 as a true record. All agreed. 

PLANNING.

The following decisions by TVBC were noted: – None

Resolved: that the planning advisory committee’s approval on the following applications were endorsed:

20/00552/FULLN Erection of garage, Little Cottage, Andover Road – no objection

20/00694/LWBN Replacement of windows, new plumbing & lighting, Little Cottage, Andover Road- no objection

20/00723/FULLN & 20/00724/LBWN- change of use, Black Swan, High street, Monxton- objection

Cllr Cleugh proposed that the Parish Council contact the owner of the Village Green and Black Swan car park and enter into negotiations to purchase both sites. This was seconded by Cllr Balding and agreed by Cllr Bowden.

Parish Council planning application for new village hall

The Parish Council have submitted a new planning application for a rebuild of the village hall. Detailed plans have been circulated for public perusal. Thanks were expressed to local Architect Luke Rose who has carried out the work for no fee. The application submission fee has been paid by the Parish Council. 

Lenghtsman Contract

The Clerk confirmed that HCC will be providing funding for the lengthsman scheme in 2020/21. Other parishes who will join the Monxton Cluster are Thruxton, Charlton & Broughton all of whom will engage their own lengthsman. The Clerk will arrange for all appropriate contracts to be signed. 

FINANCE

Accounts 2019/20 and the completed agar return were circulated to all councillors. These were approved and will be signed by the Chairman. The Clerk will arrange for these to be audited as soon as possible.

Borough & County Councillor Reports.

HCC Mrs Z Brooks said she will continue to circulate the HCC Covid-129 updates and hopes these are useful. She also confirmed that despite the current restrictions pot holes are still being filled.

 TVBC Mrs Maureen Flood provided a report of all the current advice and help from TVBC which is attached to these minutes. This will be posted to the village website.

TVBC David Coole had nothing to add to the report from Cllr Flood.

Any other business

Cllr Balding gave an update on water pumping issues. She said Southern Water had recently jetted pipes which has caused some flooding near Manor Farm but is nothing to do with the farm itself. She said the efforts of Southern Water over the winter months should be commended, given the volume of rainfall Monxton was saved from any severe flooding.

Test Valley Borough Council- Covid 19

Please be assured that in everything it can, Test Valley Borough Council is working extremely hard to ensure that the essential services we provide to the community continue.

Support for Community Centres/Village Halls

Community centres across Test Valley can claim the same support grant offered to businesses and they could each benefit from a £10k cash injection. Many community halls have been hit hard by the pandemic.

Covid-19 Emergency Response Community Grant

Test Valley Borough Council has launched a new grant scheme for those providing community support during the coronavirus pandemic. Existing voluntary groups, informal groups established in response to the pandemic, parish and town councils and schools can all apply for a grant of up to £500. The funding can be used for a range of purposes, from covering volunteer and travel expenses to paying for equipment or printing.

Environmental Services

Refuse collections are another key service. So far, they are still operating fully, including the green bin collections. If staff are absent, TVBC will be covering with employees from other areas of the environmental service

Business Support Grants

Depending on their eligibility, businesses will now receive grants of either £10k or 25k. TVBC Revenues staff and redeployed staff from other services worked over the bank holiday weekend to process the grants. A total of 1,484 grants have already been paid out to a total value of £18.29M.

Test Valley Community Helpline

As more people request assistance to obtain vital supplies, TVBC has provided additional resources to the Unity helpline. Alongside investing in the telephone system, TVBC has allocated a pool of borough council employees to help staff the helpline, meaning it is now open 7-days a week including bank holidays.

Help with Council Tax in Test Valley

TVBC has agreed new measures to help families with their Council Tax through the Covid-19 crisis: Residents struggling to pay their Council Tax should contact Test Valley at www.testvalley.gov.uk/ContactRevenues or call on 01264 368000

TVBC Parking Charges Suspended

Parking charges in TVBC car parks have been suspended for the duration of the lockdown period. Removing charges ensures those collecting essential supplies for themselves and others can do so speedily and safely, and will also ensure adequate parking for those who live in and around the town centres and who are confined to their homes.

 

Hampshire County Council – Coronavirus Pandemic

Any resident in need of urgent support during the coronavirus pandemic can contact Hampshire’s dedicated helpline – HantsHelp4Vulnerable.  The Coronavirus Hampshire Helpline can be contacted on 0333 370 4000 and is available seven days a week, from 9am-5pm.

Those with more complex, social care needs are directed to the County Council’s specialist support team, whilst others requiring urgent access to food, basic supplies, medication and social contact are referred to one of Hampshire’s district-based Local Response Centres.

Based in the heart of Hampshire’s communities, the Local Response Centres bring together local council and voluntary sector professionals with volunteers to coordinate support at a neighbourhood level. They are working closely with local supermarkets and charities, including foodbanks.

 

Groundwater Flooding

Southern Water are working to manage groundwater levels in our area.  Due to flooding issues in Abbotts Ann, they are pumping out at various sites including Mullens Pond, Amport and Monxton.
