Monxton Flood Advisory Committee

The Monxton Flood Advisory Committee has been formed to liaise with the various agencies involved in dealing with the problems from the flooding of the Monxton pumping station, as well as with any other flooding issues that affect the village.

The members of the committee are Cllr Judith Balding, Cllr David Bateman, Mr Adrian Drage, Mrs Pamela Fisk and Mr Paul Richards. This will be a sub-committee of and reportable to the Monxton Parish Council.

Village Gateways

The Traffic Steering Group has looked at various methods for traffic calming in Monxton and among the variety of ideas have been Village Gateways.

Gateways are used to indicate to drivers where the road changes character, for example at the start of a traffic calming scheme or at the entry to a village to create the first impressions of the village. Gateways are not a width restriction and must allow access to any vehicle entitled to use the road. Research conducted by the Department for Transport suggests that gateways can be effective particularly when combined with proven speed reducing measures. The gateways complement other speed-reducing measure.

We have had confirmation from both HCC and TVBC that Monxton can have Village Gateways and that the cost will not be borne by taxpayers, but come from other sources, such as the Goodman barred routes fine money.

We propose the Village Gateways in the following locations at or near the current Monxton village signs, but the exact location will be decided by Highways once a design has been chosen:
Monxton/Andover Road
Green Lane
Broad Road
Abbotts Ann Road

We feel the boundary on Amport Road is too small for a gateway.

We have shortlisted the following designs and we would like parishoners to choose which is the preferred style. We also hope to install bespoke village signs (similar to those in Abbotts Ann) for Monxton at the same time.

Cllr Sarah Dowding signed the minutes of the November meeting as a true record. Matters arising from those minutes :
NOTICE BOARDS – The Clerk reported that he now has the new notice boards for the Bus Shelters and has arranged for them to be installed.
VILLAGE GREEN – The Clerk will remind Clive Hutchinson about clearing away the compost heap on the Village Green and the additional grass cutting work at Sunnybank.
OVERGROWN HEDGE SUNNYBANK – This has now been cut.

ENVIRONMENT AND FOOTPATHS – Cllr Judith Balding

PILLHILL BROOK
Monxton Parish Council and a number of residents have objected to Lord Simon Tanlaw’s planning application No: 14/01556/FULLN, in its current form. MPC would support a revised application if these conditions are imposed and enforced.
a. The design is changed to V-Shaped
b. The proposed height of the weir is reduced so that the bottom of the weir is at the same depth as centre of the river bed.
c. The full flood risk assessment is produced for the upstream area i.e. Monxton Village: The current application makes no mention of the risk of flooding to the surrounding area, and the flood risk will be increased if the new weir is allowed to be raised.

The retrospective application for the bridge on the same stretch of the Pillhill Brook has still not gone to committee and no time frame has been provided by TVBC.

PUMPING STATION
Pumping out by tanker going on since 1st January 2014. Today 2 more pumps have been delivered and are now working – the tankers have now gone. Cllr Judith Balding reported that she has had four meetings with the Environment Agency and Southern Water to discuss the flooding and sewage problems the village has suffered. Cllr Judith Balding wishes to thank Sir George Young MP for his support and intervention, as the Southern Water over-pumping and installation of two biomass tanks were thanks to him getting involved. Most of the over pumping is ground water and not sewage, the EA are monitoring the contamination in the water.

FLOOD ADVISORY COMMITTEE
Monxton has formed a Flood Advisory Committee, which will be a sub-committee of and reportable to, the Monxton Parish Council. To date, the committee comprises Cllr Judith Balding, Adrian Drage, Pamela Fisk and Paul Richards. This committee has been formed to liaise with villagers and the four agencies involved in dealing with the issues which have arisen from the pumping station flooding.

RESIDENT’S HEDGE OVERGROWING THE PAVEMENT
A group of volunteers helped with cutting the hedge back.

ENTRANCE TO SUNNYBANK
The entrance was broken up and there was quite a dip in the road of about 20cm and after nearly 4 years this has been completed (just needs white lining)

OVERGROWN HEDGE IN RED POST LANE
This has all been cut back to a good distance from the road.

GRASS CUTTING/TIDYING
Requested that two areas of grass be cut at the entrance to Sunny bank.
Also the area opposite Silver Birch Fm (Monxton Village sign) could be cut by the contractor who cuts the village green. When this is overgrown it is quite unsightly and does not give a good appearance to the entrance to the village.

FLOODING ALONG ANDOVER ROAD
The drainage issues have still not been resolved despite constant updates being put on the Hants Web site. Cllr Bateman has been in contact with Southern Water and they are going to clear the sewers/drains and then jet the system, if there are still underlying problems they will put camera’s down the line to check for collapses and possible root penetration.

Cllr David Bateman spoke about the amount of rubbish on the verge between Sunny Bank and Red Post Bridge. He suggested that fluorescent jackets and litter pickers are obtained from TVBC so that a working party can be organised to pick up the rubbish. Cllr Mrs P West suggested that a grant be submitted to her devolved budget to purchase these items for the village. The Clerk was asked to find out prices and submit an application.

Cllr Sarah Dowding spoke about the County Council Lengthmen Scheme. This will be investigated and Neighbouring Parishes contacted to see if they would be interested.

Weekly reminders, nearly always ignored. It was noted that Quarley Village are experiencing the same problems. This was discussed at length, there were reports of damage caused to cars and near misses.

COMMUNITY SPEEDWATCH SCHEME
£2500 is needed to finance the equipment and 6 volunteers.

Residents have stated that they would prefer privately-owned staddle stones – Highways will not allow this and the height and type of bollards to be used are under discussion.

REPORTED CRIME
Police bulletins over the past two months have again primarily covered non dwelling crime such as thefts from sheds and cars together with advice on telephone scams and nuisance cold calling.

High burglary rates from sheds indicate that they are not only easy to break into but there is a large market for the stolen contents. With this in mind, consider if the property kept inside would be better stored elsewhere.

Historically we see a rise in thefts from beauty spot car parks during the spring and summer months when more people are out and about enjoying the countryside.

Most offences of theft from vehicle are opportunist. If valuable possessions such as handbags, sat nays, mobile phones and cameras are left inside a vehicle, it is much more likely to be targeted by thieves.

The list of telephone scams grows longer and more imaginative and now includes boiler maintenance and of all things ,protection against nuisance calls!

On a brighter note five men were sentenced on Friday, February 28 to a total of 26 years and three months imprisonment at Winchester Crown Court following a lengthy investigation by officers across northern Hampshire into a series of rural dwelling burglaries. These offences were committed by a team of professional burglars operating from London and Kent who were forensically aware and highly organised.

Crime Alerts: Since the last meeting an alert was issued on the 15th February which was distributed in Monxton and posted on Monxton Matters. It covered Police reorganisation and yet another email scam.

MONXTON PARISH COUNCIL FINANCE – Cllr David Eaglesham
Cllr David Eaglesham gave a full report on the Monxton Parish Council Finances. Proposed by Cllr Sarah Dowding, seconded by Cllr David Bateman. Balance Sheet attached to the presentation, and displayed on the Village Notice Boards.

Cllr David Eaglesham tendered his resignation as from the 31st March 2014. He has served on the Parish Council in the role of Financial Officer for fourteen years and feels that the time has come for a new person to take over this role for the community. Cllr David  Eaglesham stated that it has been an honour to serve with a variety of Councillors over the years.

Cllr Sarah Dowding thanked Cllr David Eaglesham for doing such a sterling job, the Parish Council and the members of the Public echoed this. Cllr Mrs P West stated that it has been a pleasure working with Cllr David Eaglesham over the years.

Cllr David Eaglesham stated that he will finish off the current accounts before handing over to the Parish Clerk. Points that need to be addressed are :
1. The original Village Hall Deeds need to be traced, the Parish Council have a copy.
2. The Insurance Policy needs to be reviewed and the Employers Liability certificate displayed in the Village Hall.
3. The Bank mandate needs to be changed.
4. The accounts will need to be Audited
5. The VAT refund claim needs to be completed.

PLANNING
1. 14/00154/FULLN – MPC objected to Mr Alan Kings application to build a house at Langley on the grounds it was in contravention of planning policies SET03, 06, ENV 15 and many others.
2. 14/00300/FULLN – MPC objected to Lord Tanlaw application for a new weir at Upper Mill House unless certain conditions are imposed and enforced.
3. MPC has been advised by Alpine Group at Manor Farm that they have two builders interested in the potential of developing the site and they have discovered a site at Walworth with the potential to build a new workshop which they can move.
4. 14/00501/TREEN – 1 x Salix – Pollard at approx 2.5m, remove two main trunks 13m -Field House, Abbotts Ann Road, Monxton. No Objection
5. 14/00449/FULLN – Conservatory to front of property – Whipsiderry, Monxton Road – No Objection.
6. 14/00391/FULLN – demolition of outbuildings and erection of new dwelling and double garage. This planning application had only been received the day of the meeting. Mr Flippance, the agent, addressed the meeting and explained the application, the points raised were noted. This is a new house for an expanding local family.

RURAL BROADBAND – Cllr Sarah Dowding
Hampshire County Council has signed a contract with BT Openreach to roll out super fast broadband to 59,000 properties across Hampshire by the end of 2015, increasing coverage from 80% to 90% of premises. The County Council has also started a procurement to extend super fast coverage to a further 27,000 premises by the end of 2017, which will mean that 95% of premises in Hampshire will have access to super fast broadband.

Monxton PC meeting with HCC and BT Openreach on April 23 to gain an understanding of the current phone network and the challenges and costs involved in upgrading services to superfast speeds.

There are specialist providers that can help – type `rural broadband solutions’ into a search engine to find them – and BT Openreach will enter into direct contracts with communities in certain circumstances.

Cllr Mrs P West suggested that Cllr Sarah Dowding contacted County Councillor Mr Andrew Gibson as he is overseeing the upgrade of the Broadband.

Slow Broadband in Monxton

Monxton, sadly, does not enjoy the fast broadband speed that some other parts of Test Valley and Hampshire receive. And looking at the Hampshire Broadband map, nor are we likely to until after 2017! This is just not good enough. Most households in Monxton are receiving less than 2mbps (mega bits per second) and our line from the exchange at Abbotts Ann will support a maximum of 7mbps. Superfast broadband is rated to be at least 24mbps.

Evidence of high demand will help our cause to get faster broadband more quickly into our community. So sign up here and join the campaign.

TVBC Revised Local Plan 2014 – Important for Monxton!

TVBC have to produce a Revised Development Plan which will identify new development areas and make the planning process simpler. Their proposals are shown below and the MPC will be commenting on them on behalf of the village. However we would encourage individuals to comment as well.

Comments can be either critical or supportive as both are reviewed by the Government Inspectors who will review the Plan later in the year. For instance, the development/strategic gaps around Andover proposed by TVBC are important to us, but land owners and developers are pushing for the area between Abbotts Ann and the A303 to be developed (Little Park Farm): this it seems would be about 2500 dwellings.

Test Valley Borough Revised Local Plan Development Plan Document (DPD)
The draft Revised Test Valley Borough Local Plan DPD contains proposed policies for determining planning applications and identifying strategic allocations for housing, employment and other uses.

Latest update on the Revised Local Plan
The Revised Local Plan (pre-submission) was considered at Cabinet on 18th December 2013 and full Council on the 8th January 2014 where it was agreed to undertake 6 weeks public consultation.  The consultation will run from 9.00am Friday, 24th January to 4.30pm Friday, 7th March 2014.

The document is available by clicking here on the Council’s website.  Please be advised that they are large documents and may take time to download.  The documents are also available for reference at the Council Offices in both Andover and Romsey and at local libraries.

Any comments made should focus on whether it is considered that the document complies with the legal requirements and whether the document is ‘sound’ i.e. is it:-

  • Positively prepared- based on a strategy to meet objectively assessed development and infrastructure needs.
  • Justified- based on a robust and credible evidence base.
  • Effective- should be deliverable over the plan period
  • Consistent with national policy- enabling the delivery of sustainable development in accordance with the policies in the National Planning Policy Framework.

PARISH REPORTS

ENVIRONMENT – Cllr Judith Balding
PILLHILL BROOK – TVBC have advised us that they are expecting a planning application in the next week to implement works to the dam. In addition, the retrospective application for the bridge should go to committee soon, no time frame has been provided.

PUMPING STATION – The Pumping Station started flooding on 1st January, and continues to do so, despite two tankers pumping out 24 hours a day. The adjacent field remains flooded with grey water and sewage. Tests done on Friday 10th January by Southern Water showed contaminated water is now only a few feet from the Pillhill Brook. Many residents have reported the threat of pollution to the Environment Agency. Their pollution incident hotline is 0800 80 70 60, and if it is registered as an incident, the EA are required to investigate.

The flooding from the pumping station has caused drains to back up, with an adverse impact on some residents. Cllr Balding is in contact with representatives from Southern Water, TVBC, HCC, the Test and Itchen Association and the Environment Agency. Southern Water’s Area Manager for maintenance in the north of Hampshire has instigated a detailed investigation, which is ongoing. A meeting is planned with all the parties concerned, to discuss what action can be taken to avoid this happening again in the future.

The problems with the pumping station was discussed further. There have been mixed reports from Southern Water on the state of the pumps, but it was noted that the flooding has never been so bad. Cllr Mr Ben Few Brown stated that the EA and HCC have not had any success on the issue of the weir, and he wondered if as a result of the recent flooding Southern Water could put any pressure on the landowner to adjust the weir and remove the dam.

This will be put to Southern Water when the meeting is held.

FOOTPATHS AND BRIDLEWAYS – Nothing to report.

SUNNYBANK – Cllr David Bateman
RESIDENT’S HEDGE OVERGROWING PAVEMENT – Cllr David Bateman reported that he had spoken to the resident about the overgrowth of the hedge that’s impeding pedestrians walking on the footpath. The resident informed Cllr Bateman that they could not afford to get the work done at the present time (summer 2013). Cllr Bateman then contacted TVBC (works number of 21034684) and received an email to state that they could not do the works. Cllr Bateman has again spoken to the resident (Friday 10th Jan 2014) and has been assured that the hedge will be cut before it starts to break into bud.

ENTRANCE TO SUNNYBANK – The road surface has crumbled and the drains have subsided due to lost lorries turning into Sunnybank. This has been reported on several occasions over the last couple of years. The works number for this is 21003770. In October 2013 Cllr Bateman received an e-mail regarding this problem and  was informed that the problem had been inspected and it should be completed within two months. Here we are nearly mid January 2014 and still no sign of the work being carried out.

SALT BIN IN SUNNYBANK – Cllr David Bateman reported on the correspondence regarding the filling of the Salt Bin in Sunnybank since November 2013. He was pleased to report that a new blue Grit Bin has been delivered and filled with grit.

OVERGROWN HEDGE IN RED POST LANE – It was reported that part of the hedgerow opposite Red Post Farm was badly overgrown and if you needed to pull close to the hedge because of oncoming traffic you ended up with scratches on the car, the hedge is mainly made up of hawthorn which has very long spikes on it. Cllr Bateman investigated and found that the area in question is behind the Goodmans site. Cllr Bateman registered a complaint, the first one with works number 21057360 said that this had been rectified, after investigation he found that this was not so. Cllr Bateman took photographs of the of the offending hedgerow and sent in another complaint on the 6th January 2014 (21062056) and to date the work has not been carried out.

FLOODING ALONG ANDOVER ROAD – Cllr David Bateman reported that there has been a lot of flooding from Silver Birch Farm along to Monxton Track. This is not a new problem, and I have been informed by residents that live along Andover Road that it has been like this for many years. Shortly after I made the complaint (firstly to TVBC by phone) I mentioned that the drains are full of sediment and they need to be sucked out and jetted. Shortly after I made this complaint workmen turned up to clear the large ditch opposite Silver Birch Farm. I was rather pleased to get such quick action but still the drains have not been cleaned. I have two works numbers 1. 21058692. When checking on the web site it said enquiry resolved.

Cllr Bateman reported that he had raised another complaint the second works number being 21059090. The photographs which showed that even though the ditch had been cleared it was full of water and the drains were overflowing causing large swathes of lying water all along Andover Road towards Monxton Track. I checked the web site frequently and a comment showed that “Further Investigation is required” I have made several comments but to date (Friday 10th Jan 2014) nothing has been done.

TRAFFIC – Cllr Sarah Dowding

  • New Signs installed – Horse and Rider (Broad Road and Abbotts Ann Road); Junction (Abbotts Ann Road and Chalkpit Lane); Road Narrows (by Lilac Cottage); Bend Ahead (Broad Road); No HGVs (by railway bridge – this is in the wrong location and will be moved soon)
  • Signs to be installed asap – No HGVs sign for Chalkpit Lane
  • Meeting with TVBC and Coop – December 2013: Cllr Sarah Dowding reported that lorry movements were discussed. The Coop said they would tighten up the delivery route with their suppliers, there will be re-issue maps with photographs and the correct address for the Distribution Centre. The Coop are strict with their own drivers and they are fined if they do not use the designated routes. Goodmans will be asked to provide a better sign for the Business Park.
  • A number of requests have been made to Nelson Lorries and Langdown for a one way system – full lorries through Quarley and empty through Monxton – this has been working, but there have been reports of the full lorries coming through Monxton.
  • Next projects for the Traffic Steering Group: Village Gateways; Speed Indicator Device; Community Speedwatch Scheme; Extending speed limit zones (Broad Road and Green Lane); Possible bollards for small green (Abbotts Ann/Broad Road) (Next meeting 5 February 2014)
  • Cllr Dowding stated that further information on the Community Speedwatch Scheme is needed so a balanced decision can be made between this scheme or a Speed Indicator device.

NEIGHBOURHOOD WATCH REPORT – David James – Neighbourhood Watch Co-ordinator
Reported crime has been low over the past two months. With the arrival of the cold weather and oil tanks being topped up the Police have warned about possible attempts to steal heating oil. The advise ways to make the oil less attractive to thieves including :

  • ŸConsider a `sudden drop’ alarm on the tank.
  • ŸFit a PIR activated light/alarm.
  • Fit an alarmed padlock, (available via the police, and very substantial they are too, also suitable for sheds).

Crime Alerts – Since the last meeting an alert was issued on the 7th December which was distributed in Monxton and posted on Monxton Matters. It covered Police advice for Christmas on dwelling burglary, vehicle crime and personal safety.

The precept request form for the year 2014/2015 was completed and signed by the Clerk so it can be submitted to Test valley Borough Council. The Parish Council have received a Bill of £1990 for the recent election and will ask for a breakdown before this is paid.

PLANNING

  • Application for the retrospective planning for the bridge at Upper Mill House, Ref 13/01556/FULLN – still awaited date for TVBC Committee
  • ŸApplication for a new weir at the junction of the old river and the mill race still awaited from Lord Tanlow.
  • ŸAlpine Group development at Manor Farm. Good progress on finding a new location — 2 identified locally. Good progress on finding a developer who is interested – with Bloor Homes now in discussions. TVBC meeting with interested parties in the next few weeks. MPC will be engaged and involved in any development and have sign off through the planning process along with AAPC
  • ŸPERMISSION – 13/01776/LBWN – Change of front door and replacement floor in kitchen -School House, Amport Road.
  • ŸA recent article in the Andover Advertiser mentioned the possibility of 1500 houses a Little Park at Abbotts Ann. This will be investigated.

There was a brief discussion on the facilities in Andover – it was felt that there is no sign of these being improved to cater for the large number of homes being built.

ŸFRACKING
Cllr Sarah Dowding suggested that the Parish Council should consider their position and make a statement on issue of Fracking. Possibly conducting an on-line poll of residents. Cllr Mrs P West stated that HCC are releasing a statement on Fracking and she will pass this on to the Parish Council.

COUNCILLOR MR BEN FEW-BROWN
Cllr Mr Ben Few Brown stated that none of the Parish Council’s have applied for his Borough Councillor grants that are available. TVBC also have grants available for Village Halls. This will be looked into.

COUNTY COUNCILLOR MRS PAT WEST
Cllr Mrs Pat West reported that the Andover Library are reducing their evening opening hours as there have been problems with harassment of the staff.

Black Swan Attempted Break-in last week

Burglars tried to break into the Black Swan via the rear window on the kitchen on Sunday night (19 January 2014). They managed to jemmy open the window, but disturbed the dog, who barked, which caused them to flee without taking anything.

This break-in happened between 1.00am and 3.00am and if anyone noticed any non-Monxton people or cars at that time in the morning please let Mikael have any details by calling 710260.

Although nothing was stolen it was reported to the police on Monday morning but they decided not to come out to the scene!
