Housing Needs Survey

MONXTON PARISH COUNCIL

It has come to the attention of the Parish Council that you will shortly receive through the mail a Housing Needs Survey. The survey is being conducted by Hampshire Homes Hub on behalf of a property developer, Orchard Homes, who wish to build between 30 and 50 new houses on land behind Stanbury Close Thruxton. The survey has no connection whatsoever to either Test Valley Borough Council or the Parish Council.

The survey seeks to determine the need for new housing in the area. It comprises 2 parts:

  • Part 1 asks questions about your household, including how many people live in the house, their age, the size of house, how long you have lived here and whether you (or anyone in your household) are thinking of moving house in the coming 5 years.  If you are considering a move, you are asked to complete Part 2.
  • Part 2 asks more personal questions about why you might need a new home, who would live in it, what type of house you would look for, how many bedrooms and some very private questions about your income, how much deposit you could afford, how much you could afford in monthly payments (mortgage, rent, etc) and whether you are disabled or have mobility issues.
  • We have no information about how the personal data collected by the survey will be protected under GDPR legislation.

The survey is being sent to all households in 9 parishes in north west Test Valley – as well as Thruxton, the survey will be sent to residents in Fyfield, Kimpton, Shipton Bellinger, Amport, Penton Grafton, Appleshaw, Penton Mewsey and Monxton. It is due to be mailed out with a reply-paid envelope in early September.

The survey is the first step in the process for a developer who has an option on land and who is considering submitting a planning application for a development; TVBC require any application to be supported by a recent survey of housing needs. Orchard Homes have not submitted any planning application but the fact that they are conducting this survey indicates that they are actively considering the development of this area of land.

The land is currently designated as agricultural and sits outside the settlement boundary of Thruxton Village, although within the Parish boundary. Any application to develop this land would be against the policies of the Neighbourhood Development Plan and, in our view, would place an intolerable burden on the village infrastructure.

It is not our role to tell you whether or not to complete the survey or the answers to provide; however, if you do complete the survey, please be aware of the fact that it is being paid for by a property developer who is actively considering a development of 30 – 50 new houses on land currently given to farming and through which is a much-loved footpath to Fyfield Church.

It is now available for download to all residents of England and Wales. We strongly recommend that everyone over the age of 16 downloads and uses it.

The app will help you to understand and manage your personal risk and reduce the spread of Coronavirus. The more people who use it, the more effective it will be.

The app requires operating system 13.5 or above if you have an Apple iPhone. It requires Android 6.0 or above if you have an Android phone. If your smartphone is not compatible, you can still access full support from the NHS Test and Trace service.

Harvest Celebration Success

Time stood still and the sun shone over Monxton & Amport last weekend as a Harvest Celebration took place!

Conceived as a simple but most effective plan by a few local village ladies to raise funds for good causes through the fruits of the local, bumper harvest. Mounted variably around the village, local folk were invited to ‘tour’ the various driveways to buy a vast range of healthy and nutritious produce kindly donated by local stores, farmers or prepared by the many local kitchen chefs!

Raising over £800 on the day was a considerable achievement which provided well-needed funds for the Village Hall, Church and the ‘School of Hope’ in Nairobi, Kenya. Perhaps even more noteworthy and rewarding however, was the opportunity to re-connect with friends and neighbours, many of whom had been housebound for much of the summer, in an open C19-compliant, informal and healthy manner. A priceless opportunity which remains critical to the wellbeing of all our communities. Such positive efforts are to be commended.

Harvest Celebration: Blackberry Jams & Raffle Prize

Autumn Harvest Celebration

Please take the time to visit Windermere House, Chalkpit Lane on Sunday 20th September between 12 noon to 3pm where you will find a range of fresh local produce as well as superb home-made Blackberry & Gin Jam.  All proceeds raised will go to Monxton Church and the Village Hall.  Price: £3.50 per jar or 3 jars for £10.

Proposal to remove trees from Village Green

To all villagers
Monxton Parish Council Objection to the felling of Ash trees on the village green ref 20/02030/TREEN

You may be aware that Mr Dique Li, the owner of the village green, has put in an application to cut down all seven Ash trees which are located on or near the village green.

This will have a massive impact on the scene around the green as these form part of the iconic views across to the river from the all roads.
If you are so minded please put in your objection ASAP, note while the closing date for objections is technically today the application is open for any comments up to the 8th October and following discussions today with the tree officer they will not be able to act unless there are significant local objections.

Proposal to fell Ash trees on the Village Green

An application to fell 7 ash trees on the village green has met with strong objections by the Parish Council. The removal of almost 50% of the trees on this green space will have a significant impact on the views in this area.

Residents are encouraged to send their views to TVBC quoting reference 20/02030/TREEN as soon as possible.

Apple Treats: Sunday 20th September

Home Made Apple Butter and Monxton Apple Juice

These two delicious treats will be for sale at Lodwick, on the corner of High Street and Chalk Pit Lane on Sunday 20th September, 12 noon to 3pm, as part of the Covid-compliant, socially-distanced Autumn Harvest Celebration.

Apple Butter is made of apples, a little sugar, a squeeze of lemon, cinnamon and cardamom, then roasted long, low and slow (around 7 hours at 140°c) until they are concentrated and the consistency of butter.  Truly delicious on hot, buttered toast or with cheese.  Nicola Dunning has been making Apple Butter for a month now, selling it to raise funds for the Mama Paulina School of Hope in Kenya.  £800 raised so far, the aim is to reach £1,000.  Price: just £5 per jar.

Our Monxton Apple Juice, has been pressed and bottled especially for this event by Kimpton Apple Press.  Price: £3.50 per bottle or 3 bottles for only £10.  All profits to go to Monxton Church and Village Hall.  It is delicious!

Statement on New Covid-19 Restrictions

The laws around gatherings in public or indoors have changed, to prevent the spread of Covid-19.

Under the new rules, people may not participate in social gatherings, in any place, in groups of more than six.

We will continue our approach of engaging, explaining and encouraging people to follow the new regulations, and use our common sense and discretion.

Enforcement will be used as a last resort. In most situations we can resolve breaches without having to issue a fine.

Ultimately, we all have a personal responsibility to do what we can to limit the spread of infection.
